The book is very solidly bound from cover to cover with nicely tight pages throughout and nicely tight covers as well. The interior of the book is in terrific shape. The pages are exceptionally clean. I didn't see any soiling anywhere. It didn't see any creasing either. There are no markings. No attachments. And the author's signed inscription is the only writing to be found anywhere in the book. You can see the dust jacket in the first few photos. It has a little tear off the front top edge, no loss. There are no other tears. There is a little crease at the top corner of the rear cover with a speck of white showing, and there's also a little scratch on the rear cover. The flaps are in very good shape, perfectly clean. The jacket is not priced or clipped. It will be fitted with a protective cover after the photos are scanned. Using three case studies-- the Greek Civil War, the Huk opposing in the Philippines, and the Vietnam war-- the author convincingly demonstrates that the success of the Greek and the Philippine governments had little to do with American policies or actions, whereas failure in Vietnam can be traced directly to American misunderstanding of the actual situation. Professor Shafer contends that those who want to understand American foreign policy must examine the cognitive processes of policy-makers, in addition to directing their attention to other patterns of explanation, such as the 'realist' and 'bureaucratic politics' model. This work includes excellent chapters on the intellectual origins of American counterinsurgency doctrines and on the relationships between the academic community in which those doctrines were born in the world of policy-making. At fault in American perceptions is a pervasive, compelling, but distorted vision of the Third World state as beleaguered modernizer in the United States as manager of modernization. This vision has obscured critical distinctions among threatened governments. As a result, counterinsurgency involvements have been undertaken blind, without a clear measure of the prospects for victory in any given case. In fact, even where insurgencies were defeated, the United States failed to achieve the reforms deemed essential for counterinsurgency as U.S. policymakers defined it.'. Inscribed by Author(s).
